Just read the new ICCF rating system files.
Am I misunderstanding something or is it literally possible to lose over 30 rating points in one tournament for 13 draws as the top seed? We all know this result is the most probably outcome as NO ONE takes risks with the top seed.

New insane ICCF Rating system
It is totally possible. ELO does no longer work in its current version to predict the outcome of games properly.
If you have a higher ELO and still play against people who have ratings much lower than yours and use stockfish,
you can only loose ELO points. One has to take into account, that over 90% of all corr games end in a draw.
Therefore draws should not count for ELO calculations in corr chess. Even after a death or a withdrawal from tournament results should not be used for ELO. Anyway, it is still a long way to go for ICCF to come to proper conclusions.

This new rating system is a disaster and 20 steps backwards. It will cause deflation, less games to be played and many players will retire or become even more picky about the events they play.
The only rating system that makes any sense is to have draws either not count AT ALL or to count them almost not at all. It is normal AND common for a 1700 to draw a 2300 in corr.
When I started playing corr 17 years ago, the draw rate was about ~70% now the draw rate is 97%. Many high end tournaments end with a single decisive game.
So we should have an event where 2nd place finishers lose 30 rating points for drawing all their games?!
